Russian diplomat elected to Int`l Court of Justice.
UNITED NATIONS, November 8 - Russian diplomat Leonid Skotnikov, 54, has been elected a member of the International Court of Justice (ICJ), based at The Hague. The election of five judges of the ICJ was held in the General Assembly and the Security Council of the UN on Monday.
The other elected members of the ICJ are Mohamed Bennouna (Morocco), Thomas Buergenthal (USA), Kenneth Keith (New Zealand), and Bernardo Sepulveda Amor (Mexico). They all polled an absolute majority of votes in four rounds of voting in the General Assembly and six rounds in the UN Security Council.
Skotnikov is the Permanent Representative of the Russian Federation at the Office of the UN and other international organisations at Geneva. In various years, he twice headed the legal department of Russia`s Foreign Ministry, was Russia`s Ambassador to the Netherlands, and worked at the Russian Mission at the UN in New York.
Leonid Skotnikov graduated from the MGIMO Diplomatic Univeristy. He has the rank of Ambassador Extraordinary and Plenipotentiary. He participated in many international forums and talks. Skotnikov is the author of numerous published works on international law-related matters. He has the command of English and French. He is married and has a son.
